Use a style sheet with the something similar to the following ruleset:

 body { color: black; background: white url(foo.gif) fixed } 

The background: fixed property, found above, is supported by Internet Explorer 3, Netscape 6, and Opera 3.6 (or any higher-numbered versions). On the other hand, the proprietary <tt>bgproperties="fixed"<tt> attribute only works on Internet Explorer 3 or higher.

Remember that the background color in the above example (white), should closely match the general color of foo.gif, so that the text remains readable on browsers that have images turned off.
