Indenting is a presentational matter, so should typically be handled by CSS:

Don't be using blockquote as a way of indenting. The behaviour of blockquote is irregular (to be polite), and because of its problems and misuse it has now been deprecated by the w3c -- http://www.w3.org/TR/REC-html40/struct/text.html#h-184.108.40.206 : "The usage of BLOCKQUOTE to indent text is deprecated in favor of style sheets"
