"Colors for image links" probably refers to the colors of the borders around image links that appear on most browsers by default. Whether link color settings in HTML affect them depends on the browser, and there's no HTML way to say anything definite about them. In CSS, those colors are treated as what they are, border colors for IMG elements nested inside A elements, e.g.

a:visited img { border-color: #0f0; }
